Uganda Passes Midstream Bill

The second oil bill set in front of the Ugandan parliament has passed. The passing of the bill moves the country one step closer to completing new regulatory framework for its petroleum sector. The move also puts operators CNOOC, Total, and Tullow Oil one step closer to the development of their oil discoveries in the Lake Albertine Rift basin.

The bill, known as the Petroleum Refining, Conversion, Transmission and Midstream Storage Bill 2012, passed three months after Uganda’s upstream oil bill. The parliament has one more bill in front of it before regulatory framework is complete.

Parliamentary spokeswoman, Helen Kawesa, told Dow Jones Newswires that the house will now consider the third and final oil revenue management bill to complete the new law chain. "There's only one final bill pending, which will also be passed in the coming weeks," Kawesa said.
